Study on the institutional framework for sustainable development in the context of RIO+20

The upcoming Rio + 20 Conference on Sustainable Development, taking place in Rio de Janeiro, Brazil, in June 2012 will be the occasion when the world leaders along with the delegates of governments, private sector, NGOs and other groups will discuss how far the world has gone in leapfrogging to sustainable development since the 1992 Earth Summit. In addition to “green economy for sustainable development and poverty eradication”, the second theme on which the Conference will focus will be “the institutional framework for sustainable development”.

 

To provide a lead for the discussions at the Rio+20 Summit the European Parliament’s Committee on Environment, Public Health and Food Security has launched the Report: institutional framework for sustainable development in the context of RIO+20. The report covers six issues that present challenges to the governance for sustainable development:

 

  1. Lack of integration of the three pillars of sustainable development in global, national and local policy
  2. Proliferation of Multilateral Environmental Agreements and fragmentation of international environmental governance
  3. The role of International Financial Institutions
  4. Stakeholder engagement
  5. Leapfrogging towards Sustainable Consumption and Production
  6. Governance of global environmental commons

 

The report, created by the Wuppertal Institute in collaboration with the CSCP features an in-depth study of the components of environmental governance system at the international and the European Union level, and provides several recommendations to strengthen institutional framework for sustainable development as summarized below:

 

  • There is a need to strengthen accountability mechanisms to ensure that the nation states fulfil their environmental commitments at the international and national level
  • Financial institutions need to step up with innovative financing instruments to enable sustainable development
  • All stakeholders including NGOs, private sector and community groups need to be involved in the decision making process at governance level in order to enhance the legitimacy of sustainable development measures
  • Harmony in economic, social and environmental goals needs to be ensured in development plans
  • Science-policy linkages should be strengthened at all levels
